BCCI Changes IPL Rules: No Immediate Bans for Captains Over Slow Over-Rates

The BCCI has updated the playing conditions for the upcoming IPL season, making a key change to how slow over-rate offences are handled. Captains will no longer face match bans for slow over-rates. Instead, they will receive demerit points, with a ban only in extreme cases.

At a meeting in Mumbai on Thursday (March 20), the BCCI informed all 10 IPL teams about the new system, which is similar to the ICC's rules.
Captains will get demerit points based on the seriousness of the offence, and these will stay on record for three years. As per media reports, "The captain will be penalized with demerit points but will not face a match ban for a slow over-rate." A Level 1 offence will result in a fine (25% to 75% of the match fee) and demerit points. A Level 2 offence, if considered serious, will lead to four demerit points.

For every four demerit points, the match referee can impose penalties like a full match fee fine or more demerit points. While repeated offences could lead to a ban, a slow over-rate alone will not immediately suspend a captain. In the past, captains have missed matches due to slow over-rates. Rishabh Pant had to sit out a crucial game for Delhi Capitals last season, and Hardik Pandya will miss Mumbai Indians' opening match in IPL 2025 because of an over-rate offence from last season.

Impact Player Rule Stays Until 2027

The BCCI also confirmed that the Impact Player Rule substitutes one player during a match, and will remain in place until at least 2027. Another rule change is the expansion of the Decision Review System (DRS). Players can now challenge umpire calls on wides outside the off-stump and high full tosses.

<![CDATA["You know when any new rule comes in, there will be...": Ravi Shastri backs Impact Player rule]]> https://www.cricketwinner.com/cricket-news/you-know-when-any-new-rule-comes-in-there-will-be-ravi-shastri-backs-impact-player-rule/ https://www.cricketwinner.com/cricket-news/you-know-when-any-new-rule-comes-in-there-will-be-ravi-shastri-backs-impact-player-rule/ Tue, 14 May 2024 05:24:35 GMT

In the ever-evolving landscape of cricket, the Indian Premier League (IPL) has often been at the forefront of introducing innovative rules to spice up the game. One such rule that has garnered both praise and criticism is the Impact Player rule. Introduced to add excitement and unpredictability to the IPL matches, this rule has sparked a debate among players and coaches regarding its effectiveness and implications.

What is the Impact Player Rule?

The Impact Player rule, implemented in the IPL, allows teams to designate a player as an ‘Impact Player’ during the match. This player can earn additional points for the team based on their performance, influencing the game’s outcome significantly.

Ravi Shastri’s Endorsement

Former India coach Ravi Shastri has emerged as a staunch supporter of the Impact Player rule. Shastri expressed his approval in a conversation with R Ashwin on his YouTube channel, citing its contribution to thrilling finishes in IPL matches. He emphasized the need to adapt to changing times and welcomed the rule to enhance the league’s competitiveness.

“The Impact Player [rule] is good. You have to evolve with the times. You know, it happens in other sports as well. It’s got tighter finishes. You have to evolve with the times and I think it’s a good rule. You saw the number of tight finishes we had in last year’s IPL. So, you know, it has made a big difference,” Shastri told R Ashwin on his Youtube channel.

Rohit Sharma’s Concerns

Contrary to Shastri’s viewpoint, India captain Rohit Sharma has voiced concerns regarding the Impact Player rule. Sharma believes that the rule might hinder the development of all-rounders in the league, potentially affecting the balance of the teams. His apprehensions raise questions about the rule’s long-term implications for player strategies and team dynamics.

Ashwin’s Case Study: Dhruv Jurel

In defense of the Impact Player rule, R Ashwin highlighted the case of Dhruv Jurel, who rose from being designated as an Impact Player in IPL 2023 to making his Test debut for India within a year. Jurel’s journey serves as a testament to the opportunities created by the rule for budding talents to showcase their skills on a larger stage and earn recognition.

“You know when any new rule comes in, there will be…people will try and justify why that’s not right,” Shastri said. “But in time when you see the scores – 200 and 190 – and then like you mentioned individuals grabbing that opportunity and making the most of it, people will start re-looking at how they think about it.”

Tighter Finishes and Enhanced Excitement

One of the immediate outcomes of the Impact Player rule has been the emergence of tighter finishes in IPL matches. The additional points at stake for the Impact Player have injected a sense of urgency and excitement, leading to nail-biting conclusions to games. This unpredictability aspect adds to the league’s entertainment value, attracting a broader audience.

The cricketing world is abuzz with speculation as the possibility of implementing the impact player rule in the SA20 tournament looms large. With echoes of the IPL’s transformative impact reverberating across cricketing landscapes, the potential adoption of this rule in South Africa could signal a seismic shift in the dynamics of the game.

Agenda on the Horizon

Cricbuzz reports suggest that discussions regarding the impact player rule will feature prominently when the organizers convene to plan the 2025 edition of the SA20 tournament. This pivotal meeting follows the release of updated playing conditions by the ICC, typically slated for October 1.

If approved, the SA20 could become fertile ground for the kind of cricketing revolution currently sweeping through the IPL, heralding a new era of innovation and strategic recalibration.

Past Considerations

It’s worth noting that the SA20 had contemplated introducing the impact player rule last year but ultimately decided against it. Concerns over its implications for all-rounders, as well as broader player development issues, played a significant role in this decision-making process.

Jacques Kallis’ Perspective

Renowned cricketer Jacques Kallis has been vocal in his opposition to the rule, labeling it as detrimental to the essence of cricket. Kallis emphasizes the importance of nurturing all-round talent and expresses concerns about the rule’s impact on team composition and gameplay dynamics.

Jacques Kallis told Cricbuzz: “It’s a terrible rule. You’re negating the allrounder, and I don’t think that’s good for cricket. Especially for India, who are trying to grow their allrounders. As an allrounder, I don’t want to see that. You want them to play a major role.

“Also, there’s a very small chance of being bowled out because you’re basically playing with eight batters. That makes a big difference, and that’s why the scores have gone crazy. Yes, the batters have taken the game to the next level, but I definitely don’t agree that there should be an impact player.”

Upsides and Downsides

While acknowledging potential benefits for fringe players, Kallis underscores the broader ramifications for the game’s integrity and strategic balance. He also highlights the risk of undermining the role of all-rounders in shaping match outcomes.

Kallis did see an upside to the rule for players who couldn’t quite crack the XI: “If your team is doing well your side doesn’t change much. Then guys sit on the sidelines and do nothing. So they could get gametime as impact players. That’s probably the only bonus, but it’s still not good for the game.”

Despite Kallis’ reservations, SA20 Commissioner Graeme Smith has remained tight-lipped on the matter, leaving room for speculation about the rule’s fate in South Africa’s cricketing landscape.

“I have had a chat with Graeme about this, and from what I understand they’re not going to do it,” Kallis said.

Potential Reevaluation

The ongoing spectacle of high-scoring encounters in the IPL, coupled with the significant presence of IPL-owned franchises in the SA20, could prompt a reevaluation of the impact player rule during upcoming deliberations.

While the SA20 already employs a substitution system, the potential adoption of the impact player rule could usher in a new era of tactical maneuvering and strategic flexibility, akin to its IPL counterpart.
